ANTIPOLO CITY, Rizal, Feb. 1 (PIA) — Civil Service Commission is now accepting nominations for the Presidential Lingkod Bayan, CSC Pagasa and Dangal ng Bayan Awards.
The CSC Honor Awards Program (HAP) covers all officials and employees in career and non-career service of the government including appointive barangay officials and employees recognized as government employees.
The Presidential Lingkod Bayan Award is given to a group or individual with extraordinary contributions such as a suggestion, innovation, invention or superior accomplishment or performance on a nationwide scale.
The CSC Pagasa Award is given to a individual or group whose contributions directly benefit more than one department of the government For the Pagasa Award, a group is defined as two or more but not exceeding 10 individuals bound by a common objective which demonstrates teamwork, camaraderie and cohesiveness among its members.
The Dangal ng Bayan Award otherwise known as the Outstanding Public Officials and Employees Award is conferred to an individual for performance of an extraordinary act or public service and consistent demonstration of exemplary ethical behavior under the eight norms of behavior under RA 6713.
Nominated officials and employees in the individual or group category must be in government service at the time of the nomination wherein the accomplishments were carried out within the last three years preceding the nomination; rated at least very satisfactory or its equivalent for the last two performance rating periods prior to the nomination and; have not been found guilty of any administrative or criminal offense involving moral turpitude at the time of nomination.
Posthumous nominations may also be made for public servants who died in the line of duty in the pursuit of his/her duties. Posthumous nominations should be formalized within 12 months from the time of death of the official/employee.
According to CSC a group or team may be nominated in either the Presidential Lingkod Bayan or CSC Pagasa Awards but members who fail to meet any of the requirements will be excluded from the grant of award should the group be chosen as recipient of an award.
Criteria for evaluation for outstanding work performance (Presidential Lingkod and Pag-Asa awards) includes noteworthiness of outstanding performance and contributions, impact of performance and achievements, reliability and effectiveness, consistency of performance and demonstrated teamwork, camaraderie, cooperation and cohesiveness while criteria for exemplary conduct and ethical behavior (Dangal ng Bayan Award) includes quality and consistency of behavioural performance, impact of behavioral performance, risk or temptation inherent in work, obscurity in position, years of service and other similar circumstances in favor of the nominee.
Presidential Lingkod Bayan Awardees in the individual and group categories will receive a medal, plaque containing the citation and signature of the President, P200,000 and other incentives.
Dangal ng Bayan Awardees will a receive a trophy designed and made by National Artist for Sculpture Napoleon Abueva, P 200,000 and other incentives. CSC Pagasa Awardees will receive a medal with the citation and signature of the CSC chairperson and P 100,000.
Several of last year’s awardees came from Antipolo City.
Candida Lawis and the team of Editha Samson of the City Assessor’s Office received the Commission Pag-asa Award in the group category while Administrative Aide Crisostomo Ibarra from the City Social Welfare Development Office (CSWDO) won the individual award. Barangay Dalig Chairman Catalino “Loni” Leyva was also awarded the Pag-asa award for Outstanding Public Official 2012.
“We encourage people especially here in Rizal to nominate those who they think have made a difference in terms of public service” said CSC Rizal Director Jacinto Mateo III.
According to Director Mateo, nominators may be in public office, organizations, or an individual.
Nominations for the Search for Outstanding Public Officials and Employees must be submitted to CSC provincial/field or regional offices nationwide before March 29.
